The Budget Law 2018 introduced the transition to mandatory electronic invoicing for all with the following deadlines:

From 1 July 2018 the issue of the electronic invoice will become mandatory for operators in the fuel supply chain and for services rendered by subcontractors in the framework of a public procurement contract;
From 1 January 2019 electronic invoicing will be mandatory for all transactions between individuals, individuals and legal entities.
Regardless of the latter from the end, from 1 July 2018, it will be possible to deduct the VAT on the cost of diesel or petrol only through the electronic invoice issued by the gas station. You will then have to provide you with an electronic invoicing solution by that date.

Electronic invoicing to the Public Administration

The publication of Ministerial Decree 55/2013 concludes the legislative process initiated with the 2008 Budget Law and makes the regulation on the issue, transmission and receipt of invoices in the relations between economic operators and public administrations operational (even if issued in the form of a note, parcel and similar).

According to the regulation, the public administrations are obliged not to accept or proceed with any payment, even partial, until the receipt of invoices in electronic form according to the provisions of the decree.

The regulation is valid for all central and local public administrations. The obligation is in force since June 6, 2013 for Ministries, Tax Agencies and national social security institutions, for all other public bodies the deadline was March 31, 2015.

The Decree, in addition to introducing the obligation of invoicing in digital format to public administrations, establishes the operating procedures of the Exchange System (ES): the computerized system receives the invoices of the suppliers in the correct format (called FatturaPA), related checks and forward invoices to the competent administrations. The Interchange System does not perform tasks related to archiving and storing invoices.

The technical rules for the management of the electronic invoicing process towards the Public Administration are set out in specific annexes of the decree defining the invoice format, the technical rules for the exchange with the ES, the guidelines for the management of the invoice by the Public Administration. , the unique identification codes of public administrations (IPA codes).
